In tournament play is there a 10 run rule for boys little league baseball?

Yes, umpiregal65.
LL Baseball rule book "TOURNAMENT PLAYING RULES" #12. TEN-RUN RULE (page T-16), printed toward the end of the rule book beyond the regular season rules "Index".
10 run rule applies to all LL levels.
FYI: Same rule is in LL Softball rule book (page T-15)

The ten run rule is in effect as soon as it becomes a regulation game. That would be four innings (3 - 1/2 with the home team ahead) for majors and below, and five innings (4 - 1/2 with the home team ahead) for juniors and above.
