LL Majors (or possibly any level of LL
 I thought I had read somewhere in the LL Rule Book that only the batter was allowed to have a bat in their hands. Rule 1.08 Note 1 states that there is no on-deck position but I was unable to find a rule prohibuting players from walking around with bats. Can anyone help me with this? Thanks...

Check the safety code - next to last bullet - page 76 (number not printed on page) in the 2001 rule book.
"Regulations prohibit on-deck batters. This means no player should handle a bat, even in an enclosure, until it is his/her time at bat."
