First off I never said the BR was a force. In the example the runner that was tagged was a forced so there was no need to appeal first. NCAA said the BR is a force. That is probanly an unfortunate choice of words but it is what it is. As far as MLB not accepting PBUC's ruling I don't think they have said one way or the other. Many times umpires at the local level use their rulings as official because we don't have access to ask MLB. Each association may accept or reject at their disgression. I would probably use it because it is the only ruling we have that actually addresses the question. I do work NCAA and there I would have to use it, no choice there.
