Jaksa/Roder interp....

I was looking in many forum threads and had noticed reference to Jaksa/Roder intrepretation. Looks like something very handy because rule book seems not to be sufficient.

There are probably others interpretation as well. Could you please help me choose one appropriate for amateur umpire.

Could you please let me know how I can have it? I would prefer some electronical form, so I can search in it.
