Thanks for the clarification. I agree.

I was concentrating more on the dead ball part than the "strike and dead ball"

I can not think of a situation where HBP is not a dead ball.

delayed dead ball

Just when is the ball made dead if it is pitched after a balk call? When it is gloved by the catcher? When continuous action has stopped? What about a passed ball or wild pitch with runners on base?

Then runners can keep advancing at their own risk.
