without (properly) disengaging. I hope I'm not missing something here. [/B]

Incorrect. An extreme example, and you don't see this, but a RH pitcher could stand on the rubber in windup, facing the batter, with both hands in the glove in front, and he could then step with his left foot to 1B and throw without disengaging the rubber with his right foot on the rubber and this is not a balk. This is OBR. Balk in FED.

I am not aware of a MLB manual. But you can go to http://www.minorleaguebaseball.com to order the PBUC Manual.
