Carl Childress wrote a small book, called "51 Ways to Ruin a Baseball Game". Item 7 was "Call a (highly) technical balk". I would consider a slight slow turn of shoulders by a HS pitcher a highly technical balk. I saw a right handed pitcher this weekend turn his shoulders slightly - to the right as he cam set. He was looking over his right shoulder. I have never seen that before.
In this same game I saw several highly technical balks. Pitcher on the rubber with both feet facing home, with runner on 3rd, both hands at his side. He brings glove hand and throwing hand together in front of his body and stops. Then he starts his motion. This is a balk in Fed (highly technical balk), but not in OBR. Did either team complain about either of these "balks", no.
