Retreating Batter/Runner

FED rules. B1 blunts the ball to F3. When F3 attempts to tag B1 he retreats toward home plate. At what point should B1 be called out on this play?

When he reaches the plate.

Essentially the same in all baseball codes. If you ask on the softball forum, you will get a different answer.
