One quick question...Is hurdling a personal foul? what's the signal if not?

Rule 9 - 4 - 3
No player or non player shall:
Hurdle an opponent

so if you see a coach, band member, parent, AD, or mascot, hurdle some one

Only if they hurdle the opposing band members, mascots, players or AD's.

Because for R to actually hurdle U by the rules definition would require too much acrobatic ability? Or a really short U?
