Live Ball + Dead Ball Penalty Enforcement

2nd and 10 from A31. Play goes for 8 yards to A39 and the runner is brought down by a personal foul facemasking penalty on B54. After the play, A2 commits a late hit penalty.

Where is the ball spotted and what is the down and distance? NFHS & NCAA answers specifically requested. NFL too if you are feeling up to it.
