NFHS will never mandate navy pants and white shoes. The reason is simple: Most states keep with black shoes and black pants so that it's easier for washed-up basketball refs to "officiate" the sport. "
VB is easy. All you have to do is stand there," is the common refrain.
Unfortunately, many state offices find
VB to be a nuisance to be endured prior to basketball season.
For the record, I've lived in states where each of the uniform styles was required. Also, in states where
VB is a high priority...and another where it is a complete afterthought to anyone other than the coaches and players. :-(
