I don't really know that much of a waiver is needed. Tights and long-sleeved t-shirts are specifically allowed. And, there's some sort of case (or maybe it's really a rule -- I don't have the books handy) that head coverings are allowed as long as they are secured.
(I do agree that it's better to have a waiver that's not needed than to not have one that is needed.)
