For question number 1. Yes there are a lot of rules associated with hair control devises...
ribbons can be any color and may be up to 2 inches wide. They do not have to match other players.
bobby pins and flat barrettes are allowed as long as they are less than 2 inches in length.
other hard items like a headband are not allowed. If they are soft (elastic based), then they are allowed within the 2 inch wide rule.
