If a team plays no games, they get a full refund in the form of a 100% credit for next year's tournament. If a team plays one game, they get a 50% credit for next year's tournament. Pretty much all teams got 3 games in, albeit 5 inning games. So...for 2/3 or more of the teams in the tournament - over 200 teams - paid about $1000 for 15 innings of baseball. Whattayagonnado? This is the business they've chosen.
