The owners of the property (city, school district, private property, etc.) should have more than enough law enforcement behind trasspass laws to do what is necessary.

I'm of the same line of thought Tom is on this issue. There are enough laws, rules and regulations in place to address this type of situation as it is. You also have the issue of public v. private property in many cases, hence possible civil rights issues.
Besides, it is this simple. The individual doesn't leave, the contest is over and his/her team loses.
This sounds a lot like officiating and league associations looking to the government to effect something they don't want to do themselves. I don't believe I could support something like this.
