In the Catholic middle school league that I officiate in, Fashion Police rules are made clear, by our assigner, to the coaches, at the start of each season, and our assigner tells us that he wants us to enforce them. By the second, or third, game of the season, these are non-issues. And these are eighth grade (and lower) players, coached by unpaid, volunteer coaches. Why can't this trickle up to the high school ranks? I would love to start a high school varsity game, especially a girls game, and observe no Fashion Police issues, but, so far this season, that just hasn't happened.
