They do. It is called referees on the field. They get a chance after every play where a penalty flag is thrown to discuss the enforcement. If they still get it wrong, too bad, it is done. Most sports would become a nightmare if they permitted post event review of decisions in a way that could change the outcome of the game. There are so many judgement calls throughout basketball and football, there really is no sense in letting the review of one play change the result.
