I do not understand why this rule will be difficult to enforce. Everything listed in NFHS R1-S6-A12 has been a foul since before 1962-63 (and that includes the NCAA). Put air in the whistle the first time it happens, then put air in the whistle the second time it happens, etc., etc., etc. Eventually the players and coaches will get the idea.
