Seems like it. Latest NCAA-Men's "You Make the Call" video had 2 continuous motions plays that John Adams judged were non-shooting fouls because, though the players had gathered, they had not began their shooting motion in his opinion. He received some push back and his response was that Art Hyland would be coming out with an interpretation clarifying when the shooting was to be judged as beginning.
I expect a real mess over the last couple weeks of the regular season as far as consistency on this type of play.
