You need to figure out how strictly this is handled in your area.
Also, remember that the requirement is only to give the information to the scorer by 10 minutes -- it doesn't need to be in the book. So, if the roster and starters were the same as in the previous game, you *could* make a case that the information was provided by just putting the book on the table.
