I was a USA Basketball Referee from 1993 to 2005 (I still try to stay up-to-date on the FIBA Rules), and from my reading of the Rules and Casebook Plays, there is not provision for adding a player's name to the Roster after the time limits set in the Rules, except for Scorer Error.
I am sure that we have some members that are more versed in FIBA Rules that can add to this discussion.
