For the last four years, I've provided a PDF file where the references are linked. Click "See section 251" and you're transported to that section. Since it's Adobe, Alternate plus left arrow returns you to your original spot. It's $15, but you have to buy the paperback to be eligible.
The BRD is incredbily complex "behind the scenes." It does not lend itself to true ebook venues. But the \PDF file can be uploaded to your cloud, I suppose.
