It is ignorance if you do not realize that some people do not take the same path that you took as a veteran official. Not all of us got into officiaiting the same way. Not all of us that officiate are licensed with a state or organization either at the start or during a portion of our career. So not all of us are going to be exposed to rulebook in the same way. So yes, ignorance can be appropriate if anyone is not aware that someone might not be an official under the same system or situation. And at this time of the year many have not been in a position to get the benifits of their licenses if they are brand new. We have camps in my area where brand new officials have no access to rulebooks at this time of the year unless someone gives them one.
