You state Rule 6-2 so you are referring to FED rules. Under FED, the when the pitcher assumes the windup position, he can deliver to the plate or step off with his piviot foot first. In other words, until he starts his motion to the plate, he can step off and now he is an infielder.... tough cookies to the runner!

Under OBR, the above is true but he can also step and throw to a base in order to pickoff a runner while in the windup position. OBR 8.01(a) casebook (grayed out area).
