There is no penalty if illegal cleats are discovered during pre-game warm-ups, however, the player may not participate until he/she gets legal cleats. When illegal cleats are discovered during the game, ALL offending players SHALL be ejected for the remainder of that contest. That’s an Oregon-Only rules modification of NFHS rules and also an OSAA Executive Board
policy.


Unless there is some other portion left out of the linked news article or the Oregon officials sheet that we have not been made privy to, I don't see where there was the need to make him sit out another contest beyond the game ejection.

Now in NC we have ejections which require a suspension (mainly for fighting) and disqualifications which may be what Oregon does also.
