Of course it is possible, but it would not be a Team Control Foul by definition.

What if A2 just comes in and two hand pushes down an opponent hard to the floor without playing the ball or causing excessive contact? Yes is it a foul while A2 team is in team control, but the nature of the foul is not a regular or common foul. So if you call an intentional or flagrant foul in that situation, the penalty applies to intentional or flagrant based on how you adjudicate those fouls by rule.
