Giving the ball to a team as a result of a foul that includes possession as part of the penalty has nothing to do with the AP arrow.

If you had time left on the clock to inbound after the foul shots were administered, then inbound. If not, forget about it.

Start the next quarter normally.

Sometimes, a technical four occurs between quarters. Then you start the next quarter with the foul shots, give the fouled team possession (as part of the penalty) and leave the AP arrow alone.
