I tried the LL web site to see how to order rule books, but all I could find is
http://www.littleleague.org/merchandise/books.htm
which does not seem to include a rule book. I guess you have to get them through your district organization.
Also, try searching this forum for "Little League Softball" and maybe you will find someone who umpires it.
