Perhaps there was no request for time, and the writer is only assuming. If the pitcher has the ball in the circle, and the runner wanders off base, she's out if the ball is live. I bet at least half the time in my experience when the catcher goes to talk to the pitcher, they don't ask me for time. Ball is live.
