That law states that unless you go out of your general level of training or act with gross negligence, then the person cannot be held liable.

They don't want someone trained in CPR trying to reset a dislocated shoulder (out of the area of training).

They don't want someone trained in CPR jumping up and down on the chest of someone who passed out (gross negligence).
