I can't speak for the NCAAM mechanic but in NCAAW the L has to blow his/her whistle right before the ball is placed at the disposal of the thrower. That whistle is supposed to trigger the T to put his/her hand up to help chop in time. If their hand is up prior to that - to me - it means they don't want me to give the ball to the thrower.
