here in our area, we waved the noise maker rule until at the league level.

This rule, like some others, is there "just in case", IMO.
What if some knucklehead sits behind a team bench blowing a bugle? In a gym with 38 people - including the teams. Without this rule there's no convenient way to make them stop.
