Situation A: Ball is live in team A's possession and player B1 shoves A1 - neither who have the ball or are in a play for the ball or position - for no apparent reason.

A: sounds like a common foul or, if the amount of contact is excessive, an intentional personal foul.
B: covering official must judge whether the contact is excessive (intentional technical foul or flagrant technical foul) or not ("knock it off"); in the latter case the rules say "contact is ignored," but it probably needs to be addressed informally at least.
C: there's no such thing as "making an attempt" at a dead ball, so that can't make any difference; the answer is the same as B.
