You realize these are contradictory, don't you?
#2 is false, precisely because of #1.
Remember that after any foul, the calling official goes opposite the table. If the foul is in the frontcourt, going the "other way" with no free throws, and the calling official was the Lead official and already opposite the table, then there is no switch. The Lead goes back and becomes the Trail to administer the throw-in.
