It cannot be both a TD and IP.

Your first claim is not correct: he must catch the ball before going out of bounds, not merely touch it.

It's not IP to carry a live ball out of bounds, so you wouldn't have IP on this play either. If he bumped into the upright first (without being blocked out of bounds) and then came into the endzone to make the catch, that might constitute IP.

IP is a 15 yard penalty enforced from the basic spot under all-but-one. The basic spot on a loose ball play is the previous spot.
