Fouling the thrower-in has always been an INT, no? If that was a mistake, a defensive foul still has nothing to do with team control.
The change is simply for not awarding FTs for offensive fouls on a throw-in situation, just like we dont award FTs for illegal screens & player controls while the ball is live, inbounds.
Let's not overthink this, team control exist on a throw-in so for any foul committed by the offense the defense will not shoot.
