It is defined as NFHS game, and it was R2 leaving FIRST base too soon. A proper NFHS appeal requires tagging the base that was missed or left too soon, OR tagging the runner if she is still on the playing field. (2003 Rules book, pg 80 Appeals Procedures)
If I were the pitcher I would have thrown to 1B because (a)it is easier to tag a base than a runner that may suddenly take evasive action, and (2) it's a shorter throw if R1 decides to go home.
