I ask because I am surprised that they are deviating from the Federation mechanics, which is what we are supposed to use with a few exceptions (this is not one of them). Not a big deal by any stretch but just surprising.
An official starting their count before the ball is at disposal is a rules and mechanics issue and should be addressed separately IMO.
