I hate to assume, but my guess would be that everyone came off of the benches (all ejected). If you're on the floor and don't participate, there's no penalty - which would explain 4 from each team.

Well, assuming there was replay equipment at the scorers' table, yes. In either case, the league can review the tape and suspend more people, change who is suspended, or instate a penalty longer than one game.
