Yeah but that's pretty standard for areas that don't get much snow. Sure, Chicago and Buffalo can survive foot after foot of snow but they're also equipped to handle the snow. That's not true of non-snow areas. Roads aren't usually clear and people don't know how to drive in it.

And yes, if schools are closed, then all activites at schools are cancelled as well.
