IMO, the intent is to deal with a batter hit by pitch outside the batter's box and before it reaches the plate, when, in the umpire's judgment, it might have been a strike (if it had reached the strike zone). What is the call?

Options: Dead ball, out. Dead ball, HBP, awarded 1st. Dead ball, HBP, ball on batter. Dead ball, HBP, strike on batter. Dead ball, no pitch.
