It (NCAA Rules)tells you when it is not allowed so can I then say that any other time during the last 59.9 seconds is OK? What about if a violation is called, do the teams still need to call a time out to sub?
newborn62,
Under a minute the timer should not buzz to allow a substitute to enter. If a whistle stops the clock (violation, foul) then the substitute may be admitted.
And, of course, if a time-out is granted the sub may enter.
