First of all there is no such "provision" in the rules. And you must define what you mean by "push in the back." I do not consider these only with players who use their hands. Players can push someone (or charge as that is the signal) and not do it with their hands or arms. You could have a player do that and try to play the ball and not knock the person down. Even if they do, it is not an "automatic" at all.
