The first year they were made mandatory, they had major supply issues. The UICs were told in advance that this was the case, and the message that was sent was, "be lenient."
Last year, they didn't have the supply issues, but I don't recall offhand if anyone at the National I was at had gotten "dressed-down" (pun intended).
This year, the UIC where I was at did express a fair amount of concern over the umpires' pants and their lack of compliance. Believe me, it didn't go unnoticed.
Now, will an umpire get sent home if they show up without the proper pants? Maybe, maybe not, but do you really want to take the chance? Did you even see the offenders' evaluations?
For the record, I got 5/5 on appearance. Everything I wore was from the ASA National office with the exception of my compression shorts and cup. Something tells me they aren't too terribly concerned with that. All I need to know is "navy vs. heather greys."
It's in the book that pants must be the western-cut Fechheimers. These are not western-cut Fechheimers.
