Dont get to technical on this one. You cannot enforce 7.10 on 5.09 because you the umpire are told not to place the ball in play until touches are made. Thats why the JEA reference was made. This rule simply makes the umpire assure that the runner doesnt get an unfair lead when the ball is placed back in play. As JJ always says, dont go looking for buggers.......
