PC foul if it prevents the defender from performing normal defensive movements. If it makes him stumble, that qualifies, IMO. We wouldn't let the defender step on the dribbler's foot.
Frankly, I can't say I've ever seen this, so if I saw a player doing it multiple times, I wouldn't be inclined to think it was an accident.
