We have to mentally measure the amount of contact.
If the defender was knocked down or substantially off balance, then, yeah, go with a PC.
If the defenders were not really moved and the ball handler tripped over a planted foot forcing the ballhandler to make a wrong step, then go with the travel.
They pay us to interpret the rules fairly.
