It used to be that way; then they changed, letting the L administer the
last free throw. Now the L administers all the free throws.
Notice that under FIBA a violation by the free throw shooter prevails over any other violation:

• Any other player’s violation, which occurs immediately before, at approximately the same time as, or after the violation committed by the free-throw shooter, shall be disregarded.

Then there's the rule many of you won't like
: violations by any other players than the shooter are disregarded if the throw is successful.
