I'm not the resident expert on howler monkey to English translation, but your guess seems on target.

Without seeing the play, it sounds like a PC foul to me. See 4-7-2 C and 10.6.2 C. If B1 and B2 are no greater than 3 feet apart (or B1 is no farther than 3 feet from the sideline) and A1 pushes through them, A1 is primarily responsible for the contact.
