Derock, I said NF and NCAA answers welcome. Please no more Anti-Refing rulings .You just gave the ball to the wrong team! Find your rule book again and redo your enforcement. And remember, its better to get it right then to do it fast. Heres a little hint. Scrimmage kicks are in the category of loose ball plays. The basic spot for a foul that occurs during a loose ball play is the previous spot.
